In order to understand the philosophy behind PPP, it is necessary to provide a brief history and timeline outlining the conceptual ideas.

The conception for Puzzle Piece Programs itself began in September 2004. However the concept behind the program goes back many years. Originally the founders started an in home tutoring agency, providing children who were struggling academically and behaviorally to be tutored in the comfort of their own homes. After several years it was noted that in addition to the academic help that was being provided, the tutors were also meeting several other needs. For Example: Mentoring and life skills. This information, coupled with the fact that the founders had already been therapeutic foster parents, serving children diagnosed with mental health disorders and displaying severe behaviors for almost fifteen years, led the founders to explore the possibility of providing a multi-component program for at risk youth specifically designed to address the many complex needs they have.

In September 2004 the creation and development of the program began. After several meetings with the DHHS on December 17th 2004 Puzzle Piece Programs was given the title Day Treatment and was given approval to commence the development of the original Handbook, Policies and Procedures and the creation and development of the components themselves.
